Duties and Responsibilities

FIREFIGHTER:

The Firefighter is diversely skilled and a key component of an integrated fire and emergency medical response system.

Under the supervision as determined by the Department’s hierarchal structure, the Firefighter is primarily responsible for protecting the public from the dangers of fire (structural and wildland) by controlling and putting out fires. They are also responsible for responding to other emergency situations including responding to medical calls, water rescue, vehicle rescue, technical rescue, and other rescue incidents. Firefighters also respond to non-emergency calls such as assisting with patient lifts, or check well-being. In all emergency situations, Firefighters are responsible for pre-hospital care of injured persons (emergency paramedical services), maintaining/operating equipment, and completing all essential tasks in each emergency service job. Firefighters are responsible for operating a wide variety of equipment and tools, both manual and power.

FIREFIGHTER PARAMEDIC (PCP):

In addition to the responsibilities of a Firefighter, the position of Firefighter Primary Care Paramedic (PCP) is also responsible for providing medical services to the citizens of Winnipeg in accordance with approved provincial standards and established protocol, as determined by the Department’s hierarchal structure and the Medical Director’s designated scope of work. In all emergency situations, Firefighter PCPs are responsible for pre-hospital care of injured persons (emergency paramedical services), maintaining/operating equipment, and completing all essential tasks in each emergency service job. Firefighter PCPs are responsible for operating a wide variety of equipment and tools, both manual and power.

Minimum Qualifications

As a Firefighter and/or Firefighter PCP you will:

  1. Respond to emergency and non-emergency calls.
  2. Maintain personal and professional skills and abilities to perform to expected standards.
  3. Complete and submit required reports and documentation in accordance with Departmental Standards and the Freedom of Information and Protection of Privacy Act (FIPPA) and The Personal Health Information Act (PHIA).
  4. Carry out routine duties including the maintenance of equipment, vehicles, and station.
  5. Participate in public education, emergency preparedness, and fire and life safety programs.

Your education and qualifications include:

For Firefighters:

  1. Advanced or Industrial First Aid Certification based on an 80-120 hour comprehensive Advanced/Industrial First Aid or Emergency Medical Responder (EMR) Training Program (CPMB accreditation not required).

For Firefighter PCPs:

  1. Primary Care Paramedic (PCP) Program Certificate (minimum) accredited by the Canadian Medical Association (CMA) (prior to February 2018) or Accreditation Canada (after February 2018).
  2. College of Paramedics “Primary Care Paramedic” License (minimum). Provincial equivalents will be accepted; however, out of province applicants must show proof of having transferred their license to Manitoba prior to their first day of recruit training.

For Firefighter and Firefighter PCPs:

  1. Heart and Stroke CPR Certificate – Basic Life Support Level.
  2. IFSAC or Pro Board Accredited NFPA 1001 – Fire Fighting Practices Level I and II Program.
  3. IFSAC or Pro Board Accredited Certificates are preferred:
    1. NFPA 1002 – Standard for Apparatus Driver / Operator Professional Qualifications (include Pump Operations, Emergency Vehicle Driving Skills, and Fire Service Hydraulics).
    2. NFPA 1006 – Surface Water Rescue Technician.
    3. NFPA 1035 – Fire and Life Safety Educator Level I.
    4. NFPA 1031 – Fire Inspector Level I
    5. Rescue Practices
    6. Vehicle Extrication
  4. Post-secondary education or certificates related to Fire or EMS is an asset.
  5. Practical experience related to Paramedicine or Fire Rescue is an asset.
  6. Knowledge and ability to apply conditions of the Freedom of Information and Protection of Privacy Act (FIPPA) and The Personal Health Information Act (PHIA), handling confidential information and sensitive or contentious issues with tact, diplomacy, integrity and discretion.
  7. Ability to properly document an incident on computers.
  8. Ability to provide service to a diverse population in an empathetic, respectful, and professional manner.
  9. Ability to assess an emergency, apply complex emergency protocols and follow instructions under stressful and chaotic emergency situations.
  10. Ability to be resilient when faced with difficult, stressful and chaotic situations that are outside of your control.
  11. Ability to communicate in an articulate and effective manner.
  12. Ability to work in a team setting demonstrating superior interpersonal skills in dealings with the public, co-workers, supervisors, and other agencies and professionals (i.e. Police and other health care professionals).
  13. Ability to follow workplace safety and health standards, guidelines and procedures.
  14. Ability to read, write and verbally communicate in both official languages (French & English) or an additional language is an asset.

  2. FOR FIREFIGHTER PCPs ONLY: Must possess and maintain a valid College of Paramedics “Primary Care Paramedic” License (minimum).
  3. Police Information Check and Police Vulnerable Sector Check (original copy) from the City of Winnipeg Police Service (RCMP or provincial equivalent), satisfactory to the employer which must be dated no more than thirty (30) days prior to the start date of employment.   6. Must possess and maintain a valid Manitoba Class 4 Driver’s License with Airbrake Endorsement (Class 3 would be an asset) (or provincial equivalent), satisfactory to the employer. Documentation must not have any alcohol related charges and/or convictions. Provincial equivalents will be accepted, however, out of province applicants must show proof of having transferred their license to Manitoba prior to their first day of recruit training. Any infractions, offences or investigations occurring prior or after application submission must be reported to the WFPS.
  7. Valid Driver Safety Rating Scale Statement (original copy) from Manitoba Public Insurance (or provincial equivalent), satisfactory to the employer which must be dated no more than thirty (30) days prior to the start date of employment. Documentation must be no more than minus four (-4) on the Driver Safety Rating scale. This document will be required from the successful candidate, at their expense. Driver’s Abstract (original copy) from Manitoba Public Insurance (or provincial equivalent), satisfactory to the employer which must be dated no more than thirty (30) days prior to the start date of employment. This document will be required from the successful candidate, at their expense. Any infractions, offences or investigations occurring prior or after application submission must be reported to the WFPS.   9. Meet current Winnipeg Fire Paramedic Service Vision Standards. Documentation must be current and have been completed within the previous twelve (12) months prior to the start date of employment. This document will be required from the successful candidate, at their expense. Tests must be submitted on the City of Winnipeg form and can be printed off in our application manual or on our website at www.winnipeg.ca/fps/careers/. This form was updated June 14, 2019 and vision requirements have changed. We require the most up to date form to be submitted.
    1. Far visual acuity not less than 20 / 40 binocular, corrected with contact lenses or glasses unless the candidate requires a license for driving emergency vehicles. The driving standard will take precedence. Class 1-4 (Emergency) visual acuity is not less than 20/30 (6/9) with both eyes open and examined together.
    2. Uncorrected far visual acuity not less than 20 / 100 binocular for wearers of hard contacts or glasses; soft contact lenses are suitable.
    3. Colour perception sufficient to use imaging devices (testing must be current and have been completed within the previous (6) six months.
    4. Must meet the Class 4 driving standard. Class 1-4 (Emergency) visual acuity is not less than 20/30 (6/9) with both eyes open and examined together.
    5. If applicant’s vision has been corrected by Refractive Surgery within the past 24 months, please complete the Photorefractive Keratectomy (PRK) & Laser Assisted In-Situ Keratomeulesis (LASIK) Questionnaire and Follow-Up Report.
    6. Color vision – Farnsworth D-15 is required if Ishihara fail.
    7. Horizontal Visual Field – standard for Class 4 license. May drive if person’s horizontal visual field of vision is not less than 150 degrees in both eyes tested together.
  10. Meet current Winnipeg Fire Paramedic Service Hearing Standards. Documentation must be current and have been completed within the previous twelve (12) months prior to start date of employment. This document will be required from the successful candidate, at their expense. No standard City of Winnipeg form required.
  11. Normal unaided hearing thresholds no greater than 30 decibels in each ear at 500 Hz, 1000 Hz, and 2000 Hz and no significant loss in higher frequency.
  12. Test results must include all of the following frequencies: 500, 1K, 2K, 3K, 4K, 6K, and 8K Hz.
  1. Meet current Winnipeg Fire Paramedic Record of Immunizations and Antibody Testing Standards. Documentation must be current and have been completed within the previous twelve (12) months prior to start date of employment. This document will be required from the successful candidate, at their expense. Tests must be submitted on the City of Winnipeg form and can be printed off in our application manual or on our website at www.winnipeg.ca/fps/careers/. Important changes as per the Canadian Immunization Guidelines affecting Health Care Workers regardless of year of birth. Paramedics, Firefighter Paramedics, and Firefighters are considered Health Care Workers. This form was updated June 7, 2019 and immunization requirements have changed. We require the most up to date form to be submitted.
        1. Measles Virus Vaccine (Red, Rubeola)
        2. Mumps
        3. Rubella (German Measles)
        4. Varicella (Chicken Pox)
        5. Polio
        6. Hepatitis B Vaccine
        7. Tetanus (booster status must be current)
        8. Tuberculosis (2 step Mantoux testing only, vaccination not required)
        9. Influenza Vaccine
  2. Meet current Winnipeg Fire Paramedic Record Chest X-Ray Standards. Documentation must be current and have been completed within the previous five (5) years prior to start date of employment. This document will be required from the successful candidate, at their expense. No standard City of Winnipeg form required. The Chest X-Ray Report does not replace Mantoux testing.
  3. Canadian Physical Fitness Evaluation Certificate from the University of Manitoba, satisfactory to the employer which must be current and have been completed within the previous six (6) months prior to start date of employment. This document will be required from the successful candidate, at their expense. Assessments will be scheduled by the Winnipeg Fire Paramedic Service with the University of Manitoba Physical Education Department. Applicants will only be scheduled for this assessment if they are successful through Step 4 of the recruitment process. This assessment is a pass or fail and applicants will only be given one attempt, no exceptions.   4. The successful candidate will be required to undergo and pass a medical examination administered by the City of Winnipeg Occupational Health Branch.
  5. The successful candidate will be required to undergo and pass a Practical Assessment which includes an Aerial Ladder Climb and Confined Space Confidence Maze by WFPS-Training Academy.
  6. The successful candidate will be required to successfully complete all components of the Recruit Training Program.
  7. Will be required to satisfactorily perform all required physical and practical evolutions during recruit training.
  8. Willingness and ability to work extended or varied hours.
  9. Willingness and ability to successfully complete additional training and/or certificates relevant to this position’s duties within specified timeframes, if requested by WFPS management.
  10. FOR FIREFIGHTER PCPs ONLY: Firefighters hired as, or designated after hire, as a Firefighter PCP, must commit to maintaining their PCP status for twelve (12) years after which the member may elect to discontinue their PCP status as per the UFFW Collective Agreement.
