Work Hours
Minimum of two (2) shifts and a maximum of six (6) shifts during the work week, which is defined as 08:00 Sunday to 08:00 Sunday. Shift start times and duration: Ten (10) hour days commencing at 08:00, and fourteen (14) hour nights commencing at 18:00. Shift patterns will be random.

Description

The City of Winnipeg Fire Paramedic Service is seeking Firefighters and Firefighter Paramedics (PCP) to join their Resource Pool. This is a dynamic and essential role within one of Manitoba's largest and most diverse public service organizations.

Successful candidates will provide fire protection and emergency medical services across various locations, responding to a wide variety of emergencies and public safety needs. The Resource Pool is used to fill temporary and short-term vacancies, and members may be appointed to full-time positions as they become available.

Duties and Responsibilities

Emergency Response:

  • Respond to emergency calls including structural and wildland fires, medical emergencies, water rescues, vehicle rescues, technical rescues, and other rescue incidents.
  • Provide pre-hospital care of injured persons (emergency paramedical services).
  • Operate and maintain a wide variety of manual and power equipment and tools.

Non-Emergency Duties:

  • Respond to non-emergency calls such as assisting with patient lifts and check well-being assignments.

Documentation and Compliance:

  • Complete and submit required reports and documentation in accordance with Departmental Standards, the Freedom of Information and Protection of Privacy Act (FIPPA), and The Personal Health Information Act (PHIA).

Station and Equipment Maintenance:

  • Carry out routine duties including the maintenance of equipment, vehicles, and station facilities.

Public Education and Safety Programs:

  • Participate in public education, emergency preparedness, and fire and life safety programs.

Professional Development:

  • Maintain personal and professional skills and abilities to perform to expected standards.

Minimum Qualifications

For Firefighters:

  • Advanced or Industrial First Aid Certification based on an 80-120 hour comprehensive Advanced/Industrial First Aid or Emergency Medical Responder (EMR) Training Program (CPMB accreditation not required).

For Firefighter Paramedics (PCP):

  • Primary Care Paramedic (PCP) Program Certificate (minimum), accredited by the Canadian Medical Association (CMA) (prior to February 2018) or Accreditation Canada (after February 2018).
  • Valid College of Paramedics "Primary Care Paramedic" License (minimum). Provincial equivalents accepted; out-of-province applicants must transfer their license to Manitoba prior to recruit training.

For Both Positions:

  • Current Basic Life Support (BLS) Certificate or Cardiopulmonary Resuscitation C (CPR C) Certificate.
  • IFSAC or Pro Board Accredited NFPA 1001 – Fire Fighting Practices Level I and II Program.
  • Knowledge and ability to apply FIPPA and PHIA regulations, handling confidential information with tact and discretion.
  • Ability to document incidents on computers.
  • Ability to provide service to a diverse population in an empathetic, respectful, and professional manner.
  • Ability to assess emergencies, apply complex protocols, and follow instructions under stressful circumstances.
  • Resilience in difficult, stressful, and chaotic situations.
  • Effective verbal and written communication skills.
  • Ability to work in a team setting with strong interpersonal skills.
  • Adherence to workplace safety and health standards, guidelines, and procedures.
  • Ability to communicate in English; ability in French or another language is an asset.
  • Education outside Canada must be equivalent to Canadian minimum qualifications with an official academic assessment from a recognized Canadian assessment service.

Conditions of Employment:

  • Legal eligibility to work in Canada.
  • Police Information Check and Vulnerable Sector Check, Child and Adult Abuse Registry Checks (original copies, dated within 30 days of employment, at candidate's expense).
  • Valid Manitoba Class 4 Driver’s License with Airbrake Endorsement (Class 3 an asset) or provincial equivalent, with no alcohol-related charges/convictions.
  • Valid Driver Safety Rating Scale Statement and Driver’s Abstract (original copies, satisfactory to employer, dated within 30 days of employment).
  • Meet current Winnipeg Fire Paramedic Service Vision and Hearing Standards (documentation required, completed within previous 12 months).
  • Meet current Immunization and Chest X-Ray Standards (documentation required).
  • Canadian Physical Fitness Evaluation Certificate from the University of Manitoba (current, within 6 months).
  • Pass a City of Winnipeg medical examination.
  • Pass a Practical Assessment (Aerial Ladder Climb, Confined Space Confidence Maze, Scenario-Based Assessments).
  • Successfully complete all components of the Recruit Training Program.
  • Willingness and ability to work extended or varied hours.
  • Willingness and ability to complete additional training and/or certificates as required.

Preferred Qualifications

  • IFSAC or Pro Board Accredited Certificates in NFPA 1002 (Apparatus Driver/Operator), NFPA 1006 (Surface Water Rescue Technician), NFPA 1035 (Fire and Life Safety Educator Level I), NFPA 1031 (Fire Inspector Level I), Rescue Practices, and Vehicle Extrication.
  • Post-secondary education or certificates related to Fire or EMS.
  • Practical experience related to Paramedicine or Fire Rescue.
  • Ability to communicate in both official languages (French and English) or an additional language.

Salary: Firefighter: $66,836.05 to $111,393.42 per year; Firefighter Paramedic (PCP): $71,291.79 to $118,077.03 per year (effective December 31, 2025).
