Description

The Department of Municipal Affairs and Environment supports the economic, social and environmental sustainability of municipalities, communities and regions through the delivery of effective programs, services and supports. As such, the department assists municipalities in meeting their infrastructure needs and helps provide the financial and administrative tools to support development of community capacity, regional cooperation, and sound municipal governance. The department is responsible for emergency preparedness and response and provincial coordination of fire protection and prevention services. It is also responsible for environmental protection and enhancement through implementing water resource and pollution prevention regulations and policies, as well as coordinating environmental impact assessments of proposed development projects and managing impacted sites.

Duties and Responsibilities

Reporting to the Director of Fire Services, the successful applicant will promote, review and assist in the development and provision of a variety of fire protection and emergency management services and programs throughout the Labrador region. S/he will conduct municipal fire protection assessments of existing fire protection delivery throughout the region and prepare written reports on current condition along with recommendations for improvement in service delivery. S/he will be responsible for the development and delivery of training curriculum/programs for both fire protection services and emergency management services. The position will support law enforcement officials by performing fire investigations, gather relevant evidence and appear in court as required. S/he will respond to emergencies and functions as a lead advisor in emergency planning activities, emergency response and fire protection. This position may inspect liquor establishments, inspect other facilities to ensure compliance with codes and regulations, serve close building orders, design fire lanes, develop solutions to capacity problems and write related reports. The position performs technical calculations to determine occupant loads for all publicly occupied buildings in the region and inspects construction sites of new and occupied buildings during work in progress, reviews or revises evacuation plans. S/he will serve on a variety of committees and working groups on an international, national, provincial and regional level representing FES-NL’s views on fire protection and emergency management services issues. S/he develops specifications for firefighting equipment, reviews tender documents, and tests equipment for compliance with specifications before commissioning to the appropriate volunteer fire department. S/he will conduct assessments of existing fire protection equipment and systems throughout the region and prepare written technical reports on current condition, required maintenance, etc. The incumbent will engage various stakeholders within the region for regional emergency planning and mutual aid initiatives. This position will require considerable travel to communities with the overall goal to increase and enhance emergency management and fire protection services within the Labrador Region.

Minimum Qualifications

  • Fire Service Instructor and Firefighter II Certification
  • Emergency Management Certification (asset)
  • Experience in fire protection and/or emergency response services
  • Facilitation Experience
  • Experience with emergency management planning
  • Experience with regulatory/legislative compliance auditing/enforcement (asset)
