Description

The City of Edmonton is seeking motivated individuals to join their Fire Prevention team as Fire Prevention Officers. This position operates under the direction of the Fire Marshal and reports to a Captain Fire Prevention Officer.

As a Fire Prevention Officer, you will play a key role in ensuring public safety by conducting inspections, enforcing fire codes, and educating the community. This is an opportunity to contribute to fire prevention and community well-being in Edmonton.

Duties and Responsibilities

  • Conduct inspections of buildings, structures, and places in an assigned area to identify and locate fire hazards and ensure compliance with applicable codes, regulations, and legislation.
  • Communicate safety requirements to property owners, tenants, and managers.
  • Prepare inspection reports and maintain records of inspections.
  • Issue field notices, corrective letters, and orders under the Safety Codes Act; appear in court as a witness when required.
  • Review building safety plans and construction site safety plans.
  • Prepare briefs for the Fire Technical Sub Council in conjunction with their supervisor.
  • Review and interpret technical reports, examine building plans, and research the behavior of materials and substances.
  • Participate in safety promotions throughout the community and in partnerships with the private sector as well as project work.
  • Participate in night patrols to ensure that bars and nightclubs are in compliance with relevant standards.
  • Create and present public safety education and awareness programs.
  • Perform other related duties as required.

Minimum Qualifications

  • Education: Completion of Grade 12.
  • Licensing: Valid class 5 Alberta Operator’s Licence.
  • Certification: Entry level designation as a Fire Safety Codes Officer (Group A as prescribed by the Safety Codes Council/provincial authority) and a minimum of one (1) year related experience.
  • Certification Equivalency: NFPA 1031 Level 1 is considered an equivalent certification prescribed by the Safety Codes Council.
  • Progression Requirement: Must obtain a full certification level Fire Safety Codes Officer designation as prescribed by the Safety Codes Council/provincial authority within two (2) years of employment. Fire Discipline training includes but is not limited to, Group A, Group B Level 1 and 2.
  • Progression Requirement: Must complete all classes of Fire Safety Codes Officer Inspector designation within four (4) years of employment, including but not limited to Fire SCO Group E designation.
  • Experience Alternatives (if lacking one year related experience):
    • Minimum of two (2) years experience as a Safety Codes inspector in another discipline.
    • Completed Building Construction Technology diploma (or a related diploma from a recognized institute) or a Journeyman Certificate in a related field.
    • Minimum five (5) years experience in the construction industry or five (5) years experience as a member of a municipal Fire Service.
  • Knowledge and Skills: Thorough knowledge of and ability to interpret applicable codes, regulations, and legislation (including Alberta Safety Codes Act, National Fire Code - Alberta Edition, and Occupational Health and Safety Regulations).
  • Extensive knowledge of building design, materials, and construction methods, including mechanical and electrical systems.
  • Ability to issue Field Notices, corrective letters, and Orders under the Safety Codes Act.
  • Ability to review safety plans, including construction site safety plans.
  • Ability to review and interpret technical reports, examine building plans, and research materials/substances.
  • Highly developed oral and written communication skills, including the ability to present technical information to non-technical audiences.
  • Ability to make independent decisions and to defuse potentially difficult situations.
  • Ability to establish and maintain effective relationships with co-workers and community groups.
  • Ability to relate to diverse groups in the community.
  • Thorough knowledge of inspection and prosecution procedures.
  • Ability to work independently and be self-motivated.

  • Conditions of Employment:
    • Compliance with City of Edmonton's safety standards for PPE.
    • Police Information Check with Vulnerable Sector Check satisfactory to the City of Edmonton.
    • Valid Alberta Class 5 driver's licence (or provincial equivalent) and ability to obtain/maintain a City Driver's permit.
    • Applicants may be tested.

Preferred Qualifications

  • Experience in fire prevention, inspection, or enforcement within a municipal or regional fire service.
  • Building Construction Technology diploma or a related diploma from a recognized institution.
  • Journeyman Certificate in a related field.
  • Experience with community outreach and public safety education programs.
  • Strong interpersonal and public speaking skills.
  • Demonstrated commitment to equity, diversity, and inclusion in public service roles.

Additional Information

Positions Available: Up to 2 temporary full-time positions for up to 18 months and up to 7 permanent full-time positions (total up to 9 openings).

Hours of Work: 40 hours per week - Monday to Thursday or Tuesday to Friday, 10 hours/day. Weekend work may be required.

Work Setting: This position is not eligible for a hybrid work arrangement. Work is performed in both indoor and outdoor settings, with exposure to environmental conditions including extreme temperatures, inclement weather, dust, noise, light variation, vibrations, chemicals, and exposure to mechanical and electrical hazards.

Salary Range: $39.515 - $58.459 (Hourly); $82,507.320 - $122,062.390 (Annually) (Salary ranges currently being updated in accordance with the recently ratified collective agreement between the City and EFFU.)
