Description

The Deputy Chief - Fire and Prevention is a supervisory, administrative, emergency response, command and control position.  This position manages the fire prevention portfolio and physically conducts fire inspections and performs public education initiatives. The Deputy of Fire and Prevention directly supervises maintains and provides training, is the direct liaison to the Fire Chief for all fire suppression, rescue, vehicle extrication and hazardous materials services provided by the department in accordance with policies set out by Council. The Deputy is directly responsible for supervision, and scheduling of career and auxiliary staff.

 

Duties and Responsibilities

  • Directs activities of firefighters at all fires, assisting the Fire Chief at major incidents.  Directs or assists Director of Fire and Public Safety with the direction of fire, hazardous materials, rescue responses, and dispatching.  Assists or oversees the coordination of outside services.
  • Allocates, directs, motivates and evaluates departmental personnel to help: (1) achieve their individual goals; (2) collectively achieve the department’s mission; and (3) lead to employees’ growth and accountability for their actions.
  • Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
  • Conducts and supervises reporting of all incidents responded to.
  • Assists the Fire Chief in ensuring that the activities of the department are consistent with the goals and objectives set out by Council. Assists in the development of strategic plans.
  • Maintains a quality assurance program for emergency incidents. Implements continuous quality improvement and corrective measures as necessary.
  • Directs the investigation or assists the Fire Chief in the investigation of the cause and origin of all fires.
  • Prepares news releases regarding departmental activities.
  • Directs the enforcement of the Fire Preventions By-Law. Interprets the by-law for staff and the general public.
  • Develop, review and implement general operating guidelines and emergency operating procedure. Assumes command of safety sector at all fire or hazardous incidents.
  • Directs and conducts ongoing research into new service technologies and trends, and recommends implementation of programs and equipment to help the Department achieve its objectives more efficiently.
  • Ensures that the station and equipment are kept in good working order.
  • Participates in hiring subordinate staff. Directs and monitors staff in the performance of their tasks in accordance with personnel policy for the applicable collective agreement.
  • Works collaboratively with the Fire Chief to ensure all department goals and deadlines are met assisting wherever possible
  •  Assumes duties of the Fire Chief in their absence, as delegated
  • Other duties as assigned.

 

Minimum Qualifications

The successful candidate will demonstrate experience in the leading, teaching, mentoring and supervision of staff. In addition, the candidate will have at minimum, Fire Officer Level 1 (NFPA 1021), Firefighter Level 2 (NFPA 1001), Fire Investigation (NFPA 1033), Inspection Level 1 (NFPA 1031), Emergency Services Instructor Level 1 (NFPA 1041), and preferred Fire Life Safety Educator (NFPA 1035), and possess a minimum of 3-5 years’ experience as a Senior Officer. The candidate will possess excellent interpersonal and communication skills, and strong leadership skills, with experience managing in a unionized environment. In addition, the candidate must be physically fit, possess a Class 4A driver’s license, and a clear criminal records check and must be proficient in computers, including Microsoft and Fire Data Management
