The Town of Cobourg, along with Northumberland County, is committed to providing efficient and comprehensive emergency services to everyone in the community. The Cobourg Fire Department has been proudly serving the citizens of Cobourg since 1832 and consists of a Fire Chief, a Chief Fire Prevention Officer, an Administrative Assistant, 16 full-time firefighters and, at full complement, 20 volunteer firefighters. The Cobourg Fire Department provides 24-hour emergency services including fire suppression, emergency medical care with defibrillation, awareness level hazardous materials response, entry level ice/ water rescue, vehicle extrication, and response to any other natural or accidental emergency.

The Town of Cobourg is seeking a Chief Training Officer. Under the general direction of the Deputy Fire Chief and Fire Chief, the incumbent is responsible for all training programs for both Full-time and Volunteer suppression staff. The successful candidate will be a highly motivated, innovative, and skilled professional committed to developing, researching and maintaining a broad range of fire suppression based training and professional development services and programs. This position requires proficiency in computer-based design of documents, schedules, and programs in various formats using all relevant software.

MAIN RESPONSIBILITIES:
• Develop training programs and learning materials so that Fire Services Department personnel can meet and maintain established performance objectives.
• Organize and coordinate the delivery of training programs for both Full-time and Volunteer suppression staff so that the continuity of training is maintained and fire service learning outcomes and goals are attained.
• Manage the training environment so that the educational, safety and environmental needs of participants are met, and the highest level of training is supported.
• Implement and deliver training programs that meet performance standards of the department.
• Evaluate training programs using formal and informal programs and processes to ensure effectiveness and relevancy of training materials and to meet the learning expectations and outcomes of the department.
• Assess performance of participants, ensuring assigned evaluations are fair, objective and that the assessment procedures are valid, reliable and that corrective feedback and recognition is provided.
• Utilize and incorporate technology into the training environment to ensure learning activities are focused and engaging for participants.
• Research and evaluate Emergency and Fire Services departmental policies and guidelines;
• Assess techniques and equipment to ensure new policies, operating guidelines and equipment purchases are justified, safe, able to be implemented, and reflect changes in legislation and associated regulations.
• Maintain training records and perform administrative duties associated with the position.
• Other duties as assigned.

EMERGENCY RELATED DUTIES:
• Respond in a timely fashion and deal with fire, medical, rescue and other emergency and non-emergency related calls as required.
• Perform all emergency scene duties assigned such as, but not limited to, firefighting, forcible entry, search, and rescue, carrying hoses, climbing ladders, hooking hoses up to hydrants, breaking through walls and ceilings, protecting those in danger due to a fire, overhaul, technical rescues, emergency medical treatment and secures emergency scene for the safety of the public and other Firefighters.
• Drive/operate any apparatus/vehicles in accordance with policy and Highway Traffic Act (HTA).
• Operate all equipment utilized by the Cobourg Fire Department such as pumps, hoses, manual ladders, mechanical ladder, generators, automobile extrication equipment, etc.
• Conduct inspections and helps ensure an emergency scene is in compliance with fire/life safety guidelines, prior to leaving the scene.
• Clean, inspect, account for, and return all equipment used to a state of readiness after returning from emergency scene.
• Work effectively as a team player with their crew and with other first responders, such as police and paramedics, maintaining a high standard of professionalism.

WAGE:
This position is part of the Cobourg Professional Fire Fighters Association (CPFFA). As per the collective agreement the successful candidate will earn a wage that is in line with the Chief Fire Prevention Officer at $125,004.92. Recognition pay will be discussed based on years of experience.

Minimum Qualifications

EDUCATION/EXPERIENCE/SKILLS:
• As a minimum, must be a First-Class Firefighter.
• Previous experience as a Suppression Officer is preferred.
• NFPA 1041 (Instructor I) required.
• NFPA 1001 (Level 2) required.
• NFPA 1021 (Fire Officer I) required.
• NFPA 1041 (Fire Instructor II) preferred.
• Must possess valid Standard First Aid and a minimum Level C, CPR Certificate.
• Demonstrated ability to instruct, develop and deliver training in all areas of Emergency and Fire Services Department operations.
• Previous experience as a Training Officer in the fire service is preferred.
• Possess strong computer skills including thorough knowledge of Microsoft Word, Outlook, Excel, PowerPoint. Experience with Fire Pro would be an asset.
• Experience and proficiency in e-learning, virtual reality simulation and other multi-media training platforms is preferred.
• The regular schedule will include four (4), ten and a half (10.5) hour days. The ability to work flexible hours to meet needs of the Department is required.
• Must possess a valid DZ driver's license with a satisfactory driver's abstract as determined by the Corporation of the Town of Cobourg.
• Must obtain a Satisfactory Vulnerable Sector Check and Level 4 Check upon hiring.
